you have to get those urdu fonts first.and develop web site using that font.
when user visit to your website..allow them to download the fonts first on their (client's)machine. .other wise they wont be able to see

My dear Urdu point is not using any font , infact they make a urdu written image and post it in web.
BBC Urdu is using a font and you have to download that font to read news.

You can also make urdu pages but you must use any urdu font.
Html can also show arabic words infact there are some codes that show arabic.
