How to turn bad quality video in good quality

hey buddies i want to know that how can we turn a bad quality video into into good quality dvdrip format

i have downloaded cartoon which has been recored from tv and has been uploaded but its quality is not good i want to convert it into such a format which looks like a dvd

plz tell me its solution

if the original video is in bad quality i dun think u can do much may be clean it up lil bit but bottom line garbage in garbage out. you can try converting video to any other format like from.wmv to mpeg that might help lil bit but i seriously doubt it
